PETITION: Support the Rehabilitation Through Reading Act of 2026

Books have the power to educate, inspire, rehabilitate, and prepare people for a successful future. Yet across the federal prison system, access to books can be restricted or denied with limited oversight and little transparency.

The Rehabilitation Through Reading Act of 2026 (H.R. 8325) would establish an independent review process for decisions to ban books in Bureau of Prisons facilities.

The bill creates a Publication Review Committee that includes librarians, legal experts, and other stakeholders to ensure that decisions about reading materials are fair, transparent, and based on legitimate concerns rather than censorship or viewpoint discrimination. It also provides a process for appeals and public reporting on book restrictions.

Sign this petition and urge Congress to support H.R. 8325, the Rehabilitation Through Reading Act of 2026.
