PETITION: Don't Let the Federal Government Regulate Your Reading

Not one country's freedom and liberty has ever been increased by banning books.

Americans have defended one core principle: the government does not get to decide what we are allowed to read.

H.R. 7661 threatens that principle. By tying federal education funding to restrictions on certain books and educational materials, this bill pressures schools to remove titles that discuss identity, history, and lived experiences that some politicians find controversial. When Washington uses funding as leverage to shape what is on library shelves, that is federal regulation of ideas.

This is bigger than one category of books. It is about whether the federal government can use its power to narrow the range of stories and perspectives available to students of all identities and backgrounds. It is about whether educators and school librarians will feel forced to self-censor to protect their budgets. And it is about whether young people will grow up in classrooms shaped by political fear instead of free expression.

Reading builds empathy, critical thinking, and civic understanding. Once the government begins deciding which viewpoints are acceptable, every reader’s freedom is at risk.

Legal precedents such as the Miller Test and state-level obscenity laws already ensure that there are no inappropriate books on school shelves. This legislation will be used to ban a wide range of books, as we've already seen in other states.

We, the undersigned, respectfully oppose H.R. 7661, a bill that would place the federal government in the role of censor, dictating what books, stories, and ideas children and communities are allowed to access in public schools and federally supported educational environments.

We believe that:

  1. Reading is a fundamental right, not a government privilege. Every American deserves access to the broadest possible range of literature — classic works alongside books that reflect diverse lives and perspectives.

  2. Parents, educators, and local communities — not Washington bureaucrats — should decide what is appropriate for their school children. A one-size-fits-all federal mandate risks silencing voices that are already underrepresented in schools and libraries.

  3. Censorship and discrimination have no place in education. Books that explore identity, history, and culture help students grow into empathetic, informed citizens. Removing or restricting access to these works limits critical thinking and suppresses the free exchange of ideas.

  4. H.R. 7661 chills free expression and free inquiry. By threatening schools’ funding if they offer certain books, this bill pressures districts to restrict their shelves, educators to self-censor, and students to lose access to literature that matters to them.

For the sake of intellectual freedom, educational integrity, and the rights of readers everywhere, we urge you to oppose H.R. 7661 and protect everyone’s right to read freely.
