Hiring freezes, attempts at funding and grant pauses, the elimination of DEI protection, redefining censorship—the first week of the Trump Administration brought with it a tidal wave of uncertainty wrapped in a flood of Executive Orders. It was by design.

It was laid out in Project 2025 and it is now Trump 2025.

When the Trump campaign disavowed Project 2025, claiming not to know anything about it, EveryLibrary documented the history of The Heritage Foundation's Mandate for Leadership: The Conservative Promise and its ties to Donald Trump. We proved the connections between the authors and the Trump Campaign and the incoming administration. We highlighted the Heritage Foundation's pride in having 64 percent of their last mandate "embraced" during the first year of Trump 1.0

The transition documents, pillar four of the Mandate for Leadership, are now firmly part of the Trump 2.0 playbook. These Executive Orders were ready to go "day one" because they were written in advance by Project 2025 acolytes. Those wise enough to check the metadata of the PDFs of the orders proved the documents did not originate within the Office of Personnel Management. They were written by lawyers and lobbyists aligned with the Heritage Foundation, begging the question, who is in charge here?

These Executive Orders and departmental memos have a mission, shock and awe:

  • They seek to demoralize federal workers, overwhelm the public, and instill fear.
  • They cut or freeze funding for IMLS, targeting libraries and museums and threatening the jobs of library professionals working for the Federal Government.
  • They demand to stop funding Pell Grants, student loans, and Higher Ed grants.
  • They unravel protections for equal employment opportunities and eliminate diversity, equity, and inclusion mandates.
  • They label corrective actions against disinformation as censorship and seek to punish those who research or call out efforts to mislead the American people.
  • They establish government-sanctioned gender identities.
  • They seek to have armed ICE officials enter schools as part of a government deportation scheme and threaten sanctuary cities.
  • They test both federal government agencies and the courts, and they dare the legislative branch to interfere. 

Since it was released in 2023, Project 2025 has been tested in states with conservative Governors and legislatures. The chair of the Florida Democratic Party, Nikki Fried, declared, "we have been the lab rats for the Heritage Foundation here in the state of Florida, so we understand the threat coming with Project 2025."
